Nationwide Wi-Fi a Success in Macedonia

What began as an attempt to get more computers (and Internet access) into schools in Macedonia, has become, through the unlikely pairing of American dollars and Chinese computers, a successful deployment of a nationwide broadband wireless network. The network is revolutionary, not simply because it is considered the largest hotspot in the world, but because of its impact on the economy and culture of the country it connects.

The project began three years ago, as part of USAID's e-Schools Project. Initially, 460 primary and secondary schools in the Republic of Macedonia were to receive a total of 5300 computers donated by the People's Republic of China. To accommodate the new computers, labs were built in each of the schools. Once the computers had arrived and the labs were built, however, the problem of getting online presented a daunting challenge.

Because of the mountainous terrain, the vast distances between schools, and the sky-high prices being charged by the existing broadband operator, a creative solution was in order. Glenn Strachan, Senior ICT Specialist in Broadband Wireless Technology for AED, was brought in to direct the project.

"I had just done wireless in Romania and Uganda," says Strachan, who has thirty years of IT experience under his belt. "When you looked at the schools on the map, you were really everywhere in the country. So, I suggested that we look at it as a nationwide connectivity project."

While the original goal was only to deliver Internet connectivity to the schools, Strachan says, "it would have been an abject failure" because of the monopoly held by one provider. Basic Internet service was costing subscribers 120 euro per month. The answer was to start, not by building towers, but by changing the laws that governed the telecom business in Macedonia.

"There was no competition to the incumbent," says Strachan. "It was predatory. It was putting out of business anyone who tried to compete against it. There were ISPs in business, but they were just barely in business. If we did a competitive selection of the five that existed, and we guaranteed them a funding base, achieved through the connectivity to 460 schools, that's 545 total sites -- a $2.5 million pool that we could use to help capitalize the selected ISP. This would give them enough income to build out the backbone of their network, and in exchange, we traded service provisioning for 24 months."

Before Strachan and AED arrived, a Macedonian entrepreneur had very few options for funding his or her potential WISP.

"They couldn't go to a bank with a business plan and get a loan," says Strachan. "In Macedonia, there is no concept of that. What loans you can get are at 40% or 50% interest. So the owner of an ISP couldn't say look, there's this new thing called wireless and we're gonna make a go of it. So, we helped fund that growth. We established a competitive process and designed an RFP where we outlined exactly what we wanted: the provisioning of services, the location of the schools. We didn't tell how much we'd pay, but said they had to be competitive and create a business plan that suggested sustainability. Our goal was to create competition and a sustainable solution."

Once the law was changed and competition became possible, four vendors offered proposals. The winning proposal came from On.net who announced plans to use equipment from Strix Systems for the deployment in December, 2005. Within four months the entire network was up and running. Since winning the contract, On.net has gone from 24 staff to 75.

"On.net had to hire 300 people to do the install," says Strachan. "It was pretty amazing."

Since the network went live, nationwide Internet use has risen dramatically.

"In May 2006, we did a survey and we found out that the Internet penetration rate went from 4% to 14% home use," says Strachan. "Not only did people start using wireless, but they started using all five ISPs because everyone had to reduce their pricing structure. On.net became the lowest cost provider, so the monopoly cut its prices by 90%. So now, we have a 10GB download account in Macedonia for 10 euro (about $12.20). We've gone from an outlandishly expensive network, to something that people can afford. Once they can afford it, they can use it."

Phase Two of the project focuses on training the teachers and students who will use the network in the schools, raising awareness within the general population, and adding 95 more sites including NGOs and hospitals across the country.

In Phase Three, AED will teach the schools how to afford to maintain the network and how to sell the services at night. The USAID-funded project, which covers 95% of the country, officially ends on September 30^th, 2007.

"Our ultimate goal was to create a sustainable solution," says Strachan, whose work on the Macedonia project ended in October. "If we'd only focused on the schools, it would not have been sustainable. Now the schools can afford it, and they don't have to pay for it until October 2007."

WHY DO IDEOLOGIES EXIST:
The Psychological Function of Culture

In my monograph, Hitler's Ideology, I present a method for uncovering the "deep structure" of cultural belief systems. By identifying recurring images and metaphors contained within Hitler's rhetoric, I show how elements of psychic life are projected into ideologies and cultural forms. "The Jew," for example, was a central component of Hitler's ideology. Typically Hitler described Jews as a disease, a force of disintegration, and as "parasite" within the body of the people. Recurring images and metaphors within Hitler's writings and speeches allow one to perceive the core fantasies that structured Hitler's perception of reality and energized historical action.

The central fantasy contained within Hitler's ideology may be summarized as follows:

The nation is a living organism consisting of the German people, who constitute the substance or "flesh and blood" of this organism.
This essentially healthy, sound body politic is, however, being attacked by a virulent, internal force working toward its destruction.
The source of the destructive force within the national body is the Jew or "Jewish Bolshevik."
Insofar as the purpose of politics is to "maintain the body of the people," therefore any action is justifiable if it serves to eliminate the forces working to destroy Germany.

The objective of Nazism was to take whatever actions were necessary to assure that Germany would continue to live. Hitler aspired to "save Germany from death." Hitler ruthlessly committed himself and his party to do whatever necessary to destroy the pathogens whose continued presence within the body politic, Hitler believed, would lead to the demise of the nation.

According to Hitler's fantasy, each German individual constituted a cell forming a gigantic "national organism." The force of disintegration within Germany was working to cause the cellular structure of the nation to fall apart. Hitler acted to persuade the German people to come together in order to constitute a unified, cohesive body. If the people could "hold together like a single block of steel," then the national body would not succumb to the force of destruction.

IDEOLOGY AND FANTASY

Hitler believed in his own ideology. His hysteria and passionate rhetoric reflected the depth of his attachment to his own ideas. Hitler was able to persuade millions of other people to become passionate about the ideas that moved him. He convinced many Germans that their nation was under attack, whipping the people into a fury, prevailing upon them to rise up to undertake a "life or death struggle" to save the nation.

People devalue the power of Hitler's ideas, claiming they are devoid of intellectual content, irrational, inconsistent, etc. People underestimate the impact of Hitler's ideology because they are under the spell of the fantasy of "rationality." Ideas do not have to be true to be believed. It is simply necessary that they evoke an emotional response within the minds of the people to whom they are conveyed.

Politicians articulate their own emotions and fantasies through the vehicle of the ideas that they put forth upon the public stage. If a politician is to become successful, the ideas he conveys must resonate with the populace. The leader's words must evoke emotions and fantasies within his audience that are not unlike the emotions and fantasies that his words evoke within himself. What was it Hitler said that so excited the German people? What emotions and fantasies were conveyed by the words he spoke? How was it possible for Hitler to galvanize so many people to perform such radical acts?

Metaphors and images within the rhetoric of political leaders contain, evoke and bring forth latent fantasies into reality. An ideology constitutes a modus operandi allowing unconscious fantasies to be activated and externalized into the world. Ideologies "capture" or harness energy contained with latent desires or fantasies, making this energy available for concerted, societal action.

WHAT DO IDEOLOGIES DO?

In his essay, "The Jewish Parasite," Alexander Bein notes that in Nazi ideology words "assume a definite biological aspect." The original character of the word "parasite" for example, as a mere simile and comparison gradually is effaced and replaced by "the word parasite in its actual meaning as a biological organism," establishing the identity of Jews with parasites.

Hitler described Jews as parasites, but also as bacteria and viruses. Nazi ideology was constructed based on the fantasy of Germany as a "living organism" containing the Jew as a disease that threatened to cause the death of the nation. Bein observes that the language inherent in the images and similes used to describe the Jew gained such power over the German people so as to make "image and reality one."

The rise of Nazism is an example of the "social construction of reality." Upon what foundation, however, was Nazism constructed? Hitler's Nazi ideology revolved around the fantasy of Germany as a living organism containing virulent Jewish microorganisms. Genocide was undertaken as a form of immunology: a struggle to kill off pathogenic cells in order to save the organism.

Bein observes that Nazi ideology presented Jews as corroding and poisonous parasites, as vermin, bacteria and bacilli, everywhere infesting and striving to "destroy the body of the German people as a whole and each individual German with a demonic power, driven by their law of existence as parasites, bacilli and vermin." This depiction of the Jew, Bein says, "paralyzed to a large extent any internal resistance on the part of the masses." The metaphor of the Jew as a "bacilli not to be negotiated with but to be exterminated," could in the atmosphere of Bio-Mythology, "become a horrible reality."

What does it mean to say that Germany is a "body containing Jewish bacteria?" This metaphor is manifest content containing a latent meaning. Analysis of recurring images within a leader's rhetoric allows one to uncover the unconscious fantasies that are the source of the ideology. To seek to discover the meaning of an ideology is to seek to know why it exists.

Contemporary social theory does not address this question of the reasons why certain ideologies exist. People write about "dominant discourses," but the question is why particular discourses become dominant. To answer the question of why particular ideas are embraced and perpetuated, I suggest a psychological approach. I ask: What does this ideology do for the people who embrace it? What role does this ideology play in the psychic life of its adherents?

Culture is not a domain separate from human beings. Ideologies exist to the extent that people produce, espouse and perpetuate them. Ideologies are created by human beings for human beings. Ideologies perform psychic work, functioning to allow people to encounter, work through and attempt to master fundamental desires, fantasies, conflicts and existential dilemmas.

To comprehend the rise of Hitler, for example, one must uncover the sources of the appeal of Nazism. Why did millions of Germans become hysterical when Hitler spoke? Why were men like Goebbels and Himmler mesmerized by Hitler's words? Hitler's ideas touched a deep chord. His ideology drew forth and crystallized latent desires and fantasies, allowing them to manifest as social reality.

THE GERMAN BODY POLITIC AND THE DENIAL OF DEATH

Hitler's ideology was a radical form of nationalism revolving around the fantasy of the German body politic in a state of disintegration. Insofar as Hitler identified so profoundly with his nation, he experienced Germany's disintegration as the disintegration of himself. Hitler was unable to separate political perceptions from perception of his inner state of being. He articulated inner states of being through his ideology.

What is this ideology of nationalism, still so powerful that we barely recognize it as or call it an ideology? A line in America the Beautiful: "Oh, beautiful for spacious skies, for amber waves of grain, for purple mountain majesty above the fruited plain!" Nationalism revolves around the quest for narcissistic omnipotence. The ego of the nationalist seeks to expand by imagining that it is fused with a vast geographical territory and the entire "space" of national life.

The ideology of nationalism suggests that the entirety of one's country—it's history, people and accomplishments—exist within the self. Nationalism implies the absence of a boundary between self and country. According to this ideology, self and nation are inextricably bound. To be a "man without a country" seems inconceivable.

However, if the ego's wish for narcissistic expansion is projected into the idea of one's nation, so is the ego's vulnerability and tendency toward fragmentation. Hitler externalized anxiety into the idea of German and believed his nation was in danger of disintegrating. He experienced the idea of death (his own death) as a perception that Germany—the body politic with which he identified his own body—was falling apart.

Language shapes the mind and structures thought, but also constitutes a vehicle for externalizing mind and thought. Each of us possesses a force of disintegration operating within our mind/body. Each of us is in the process of moving toward our demise. Hitler experienced and articulated the idea of death in the form of a belief that his nation was disintegrating. The Nazi project was to defeat Germany's force of disintegration, to overcome death by creating a body politic that could live forever.

One of the ways human beings deal with the issue of mortality is through the creation of nations or "omnipotent bodies politic," entities that seem to exist in a dimension separate from organic existence. We project the idea of our small, frail bodies into the idea of these imaginary, omnipotent bodies, and then imagine that we will "live on" as if contained within these immortal bodies.

Hitler presented an ideology revolving around the denial of death, suggesting that the bodies of individual Germans could fuse into one to create an immortal body. In Hitler's fantasy, the German people were united (massed together as cells of an organism) to create one, indestructible body that could live forever. In this typical nationalist fantasy, the country or body politic is an entity that exists above and beyond the lives or bodies of particular individuals.

In spite of his effort to embrace Germany as "vesture for the eternal" (Fichte), Hitler's sense of death continued to return in the form of a perception that the national body was in the process of disintegrating or decomposing. Hitler projected the idea of death into the idea of the Jew. The German body politic could become immortal if it were not for the Jewish principle of death operating within it.

The purpose of Nazi ideology was to split off the idea of death and to locate it in a symbolic representation, the Jew. Hitler and the Nazis then committed themselves to a struggle against death. This struggle against death took the form of an effort to "kill off" the symbolic object into which the idea of death had been projected. If only the Jew could be eliminated, then Germany would live forever.

Hitler promulgated the ideology of anti-Semitism in his struggle to overcome or defeat death. The idea that bodies become diseased and die was projected into the Jew. Hitler then committed himself to a monumental (futile) "struggle" (Mein Kampf) that took the form of attempting to "kill off" death. That is to say: Hitler aspired to destroy that symbolic entity (the Jew) into which the idea of death had been projected.

THE PSYCHIC FUNCTION OF IDEOLOGY

Ideologies may be viewed as societally defined ideational structures that exist in order to permit latent dimensions of the psyche to become manifest in the external world. Ideologies perform psychic functions, allowing fundamental desires, fantasies, anxieties and conflicts to be projected into reality. Once an ideology gains currency, then people act "in the name of" the ideology. Thought and action seem to be generated by a belief system existing outside the self.

Contemporary social theory focuses on this idea that the source of mind, thought, motivation and action lies in ideological structures that are external to the self. Indeed, the mind according to many current theories is the "discourses that push and pull us." The self from this perspective comes into being—derives its shape and form—as it encounters and internalizes the ideological structures of society.

However, the question remains: Who has created societal discourses and why do they exist? Why have particular ideas been "selected out" (from among the multitude of ideas that people have put forth) to become elements of culture? Why are specific beliefs embraced and perpetuated, and not others? Why do certain ideologies evoke such passion? In order to answer these questions, it is necessary to articulate the meaning of culturally constituted ideas, to delineate the psychic work that these ideas perform for the people who embrace them.

Contemporary social theory seems to suggest that what is "out there" constitutes an independent, autonomous domain, separate from individuals. However, even if one acknowledges that we are "subjects" of language and discourse, the question remains: Who creates language and discourse? For that matter, how are we to explain the nature and shape of the entire panoply of ideas, material objects and social arrangements that we call culture? What inhibits us from posing the question: Why do specific ideologies and societal discourses exist?

When people examine cultural forms such as musical symphonies, light-bulbs and air-conditioners, it is not difficult to acknowledge that human beings are the source; to say that these inventions represent a response to our desires and fantasies; that they exist to the extent that they fulfill human needs. We do not hesitate to conclude that symphonies, light-bulbs and air-conditioners exist and are perpetuated as elements of culture because they provide physical and psychological gratification.

It is more difficult for people to say that cultural inventions such as war and genocide exist because they provide psychological gratification. We shy away from the idea that ideologies of war and genocide represent the fulfillment of human desires and fantasies. We prefer to imagine that war and genocide come from a place outside the self. We would rather understand war and genocide from the perspective of the political situations out of which events grow; or to declare that what occurred was generated by "historical forces."

I theorize that war and genocide-like symphonies, light-bulbs and air-conditioners-exist because they represent the fulfillment of psychological needs. Why do ideologies of war and genocide exist? Why have they been perpetuated as elements of culture? Because—like symphonies, light-bulbs and air-conditioners—they are responsive to and serve to articulate human needs, desires, anxieties and fantasies.

Hitler's ideology constituted a modus operandi for himself and the German people, bringing forth latent fantasies and desires onto the stage of social reality. Hitler created "history" to the extent that he harnessed these latent desires and fantasies by focusing them through the lens of his ideology. His rhetoric—the metaphors and images contained within his speeches—functioned to evoke the shared fantasies of the German people.

Contemporary theory tends to disconnect the outer world of language, discourse and ideology from the inner world of need, desire, anxiety and fantasy. A psychological approach to the interpretation of ideology seeks to enable us to retrieve our projections. One begins with the assumption that we are the source. By virtue of the externalization of our desires, anxieties and fantasies, human beings create a certain kind of world. Societies reflect our struggles to come to terms with fundamental psychological issues and existential dilemmas. From this perspective, the ideologies, social arrangements and material objects that constitute culture may be understood as various kinds of solutions.

Web 2.0 and Tim O'Reilly as Marshal Tito

Forward to the (distributed) revolution

Comment As the Web 2.0 bandwagon continues its rapidly accelerating path downhill towards the inevitable crash we find ourselves at another turning point in the development of the networked world.

Ten years ago we were faced with a choice between the controlled homogeneity of the 'information superhighway' or the many and various delights of the unsupervised Internet, and we chose wisely.

Now we must decide whether to put our faith in Ajaxified snakeoil or to look beyond the interface to distributed systems, scalable solutions and a network architecture that will support the needs and aspirations of the next five billion users.

The choice may seem obvious, but the pull towards the dark side is powerful.

Many believe that the best way forward is the one sketched out by Google, Yahoo! and Amazon as they offer tempting APIs and non-standard data formats to enthusiastic developers keen to add some scripted magic to even the most banal website. Others look to social networks, virtual worlds, user-generated content and the end of mainstream media as markers on the way to the promised metaverse, the land of prims and money.

The wrong question

Over it all stretches the 'Web 2.0' banner, a magical incantation that will bring attention, funding and respect to any programmer able to weave a little Ajax into their interface. It seems that it only takes a browser that can interpret JavaScript and a server that will let a page call for packaged data through XMLHttpRequest and we can have all the benefits of distributed systems without the need to write too much code or rethink the way that the different components of a service communicate with each other.

If Web 2.0 is the answer then we are clearly asking the wrong question, and we must not be fooled by the cool sites and apparently open APIs. Most of the effort is �C literally �C window dressing, designed to attract venture capitalists to poorly-considered startups and get hold of enough first-round funding to build either a respectable user base or enough barely runnable alpha code to provide Google or Yahoo! with yet another tasty snack. We need to take a wider view of what is going on.

Back in the 1870s Karl Marx outlined the steps through which he believed a capitalist society needed to pass before it could reach socialism. After the revolution came the dictatorship of the proletariat, a painful but necessary stage of oppression and correction, during which the organs of the state would whither away as humanity achieved its true potential and coercion became unnecessary.

Web 2.0 marks the dictatorship of the presentation layer, a triumph of appearance over architecture that any good computer scientist should immediately dismiss as unsustainable.

Ajax is touted as the answer for developers who want to offer users a richer client experience without having to go the trouble of writing a real application, but if the long term goal is to turn the network from a series of tubes connecting clients and servers into a distributed computing environment then we cannot rely on Javascript and XML since they do not offer the stability, scalability or effective resource discovery that we need.

There is a massive difference between rewriting Web pages on the fly with Javascript and reengineering the network to support message passing between distributed objects, a difference that too many Web 2.0 advocates seem willing to ignore. It may have been twenty years since Sun Microsystems trademarked the phrase 'the network is the computer' but we're still a decade off delivering, and if we stick with Ajax there is a real danger that we will never get there.

The impossible dream

Yet this is the dream, one promoted relentlessly by Tim O'Reilly and his acolytes since the term was first coined in 2003. Thanks to their efforts, and those of other cheerleaders for the 'new paradigm', there is now a real danger that continued investment in Web 2.0 companies will turn O'Reilly's dream into our nightmare.

If that happens then the oligarchy who benefit most from the stale socialising of Flickr and YouTube will have held back the transition to distributed systems just as the old men in Soviet Russia and the People's Republic of China retained power and held back the transition to true socialism that Marx had predicted.

Fortunately, O'Reilly seems less of a psychopath than Mao or Stalin, and is perhaps closer to the pragmatic Yugoslavian leader Marshal Tito, who carefully steered a path between the USSR and the West for decades.

O'Reilly has already announced that Web 2.0 is really about business opportunities and new markets rather the emerging collective intelligence of humanity he preached from the barricades last year, so perhaps he will have the sense to move his followers away from Ajax towards something grounded in decent engineering.

If we can unlearn the lessons of the old Web and transcend its stateless protocols to achieve real distributed processing over a managed, trustworthy network then the possibilities truly are remarkable.

We can start to build hybrid applications that use modular code and distributed services, some local, some remote. We can introduce yet another level of abstraction �C always the solution to any computer science problem �C and get our codebase away from processor dependency.

We can build a network that doesn't care or notice if your libraries are local or remote because the stuff you use regularly is always where you need it to be, cached on your local storage when needed, on a remote server when you're online. And we can do it all without ceding control to Google, Amazon or even Microsoft.

If we sort out our interfaces and interactions we can may even be able to put our heads into the screen, be part of the metaverse, enter cyberspace and interact fully and equally with agents, people, sims and any other machine- or human-generated intelligence. But this will not happen if we follow the Web 2.0 fantasy and put our trust in cool but ultimately shallow tricks with the presentation of data. The time has come to stand up and be counted, and we need people who can count in hex and see beyond the Web 2.0 hype. ®

Las Metas de VENEZUELA WIRELESS se resumen en:

Expandir la cobertura rápidamente, ofreciendo beneficios extraordinarios en información, comunicaciones, seguridad, entretenimiento y promoverá la unidad social a bajo costo a todas las comunidades del país.
Afinar la estrategia auto sustentable de renovación que garantice la permanencia de la RED mas allá de la cuestión tecnológica, por encima de los avatares competitivos del mercado, al haberse sintetizado en ella el poder de la comunidad en su mismo seno de una manera democrática.

Estrategias Clave

VENEZUELA WIRELESS promoverá las siguientes estrategias:

Parte de la infraestructura ya se encuentra en posición, casi todos tienen o pueden adquirir un computador y una conexión wireless (o Wi-fi o Wimax). Aun con pocos recursos, si fuera el caso que no se logrará el capital necesario para hacer una red moderna, los nodos se construirán. Hasta con computadoras obsoletas, (a partir de un Pentium II en adelante) y con tarjetas de red inalámbricas (que han bajado mucho de precio y siguen haciéndolo) y con el software libre de nodos wireless adaptado a topologías de redes de acoplamiento (Mesh) para una interdependencia no centralizada de funcionamiento.
El financiamiento deberá provenir del los interesados de la misma comunidad, quienes se organizarán entre financistas, operadores, productores, anunciantes, promotores, facilitadores y usuarios, siendo estos mismos los que generen el flujo de caja que haga al sistema auto sustentable, bien sea que asuman como financistas, anunciantes o como meros usuarios. Se Incluye aquí a todos, inclusive a los entes del gobierno y a las O.N.G.
VENEZUELA WIRELESS planeará e instalará a partir de los recursos de que disponga, la infraestructura básica necesaria para hacer presencia en todos los centros poblados del país, de Nodos wireless con topología de acoplamiento (Mesh) que serán las semillas para la dispersión de la red inalámbrica comunitaria. Las semillas se podrán basar en personas jurídicas sin fines de lucro como fundaciones, asociaciones civiles, cooperativas, etc.
Establecer las alianzas con centros tecnológicos clave.
Promover la homologación de sus actividades a la categoría de trabajo comunitario a los fines de que los alumnos que las realicen cumplan al mismo tiempo con las horas requeridas en la ley de educación vigente.
Acelerar el proceso de lanzamiento del servicio apoyados en la investigación y desarrollo nacional.
Levantar capital de inversión de riesgo.
Expandir la gerencia del equipo de mercadeo y ventas.
Reclutar Directores no ejecutivos.
Afianzar los recursos humanos y un atractivo plan de incentivos.
Conseguir asesores tecnológicos y de finanzas.

Objetivos

Los siguientes logros serán alcanzados por VENEZUELA WIRELESS en los próximos 3-4 años:

Lograr la participación en línea de los miembros de las diversas comunidades del país, especialmente cuando se reúnan en asambleas, cabildos y demás actos del gobierno popular.
Desplegar en cada nodo la réplica de la organización semilla, hasta alcanzar al menos 20.000 personas entre ejecutivos, técnicos, facilitadores y usuarios en todo el territorio.
Capacitar al personal en las destrezas y valores necesarios para alcanzar el éxito.
Lograr extensa presencia a nivel municipal en algunas capitales para probar nuestra capacidad de acción y cobertura de la tecnología.
Desarrollar las capacidades de comunicación de las redes a su máxima expresión.
Expandir el alcance de la misión a otras áreas fuera de las Bandas ISM con la correspondiente habilitación de CONATEL, como por ejemplo en la televisión comunitaria.
Levantar capital inicial de aproximadamente 1.000. MM BS. para el proyecto piloto o primera etapa de VENEZUELA WIRELESS móvil en el municipio Chacao del Caracas.
Concienciar a la población del poder que adquirirá con su participación en esta iniciativa y al Gobierno de las bondades y beneficios del proyecto para las comunidades.

ANEXO 2 INICIATIVAS

Las siguientes iniciativas serán desarrolladas dentro del plan estratégico VENEZUELA WIRELESS:

Programa continuo de recuperación de activos informáticos de las empresas y corporaciones hacia las comunidades. Una iniciativa para dotar a las personas de menos recursos de los equipos necesarios para conectarse a la red, donde las empresas donen sus equipos ya obsoletos o en desuso a personas mas necesitadas a través de la RED VENEZUELA WIRELESS. Con una función continua de este programa, las comunidades podrán ir renovando y ampliando la base de equipos necesarios para ampliar la difusión de los contenidos de VENEZUELA WIRELESS. Este programa devendrá posteriormente en el de control de activos y compras de la RED, con un Vicepresidente a cargo, postulado por la comunidad de trabajadores de VENEZUELA WIRELESS y elegido por toda la comunidad en elecciones electrónicas, así como también lo serán todos los demás puestos claves de la alta gerencia de VENEZUELA WIRELESS
Programa de captación de Patrocinantes y anunciantes. Con esta iniciativa VENEZUELA WIRELESS conseguirá parte de los recursos que financiaran la expansión del modelo de desarrollo, utilizando para ello anuncios publicitarios pagados por anunciantes de la zona de cobertura específica, con la garantía de que su inversión no constituirá una molestia ya que serán poco intrusivos y muy adecuados a los gustos de los usuarios. Este programa devendrá a posteriori en el departamento de Mercadeo y ventas de la RED, a cargo también de un vicepresidente de Mercadeo y ventas que será igualmente postulado por los anunciantes y usuarios de VENEZUELA WIRELESS y elegido por la comunidad VENEZUELA WIRELESS
Programa de Adiestramiento de Operadores y de Capacitación de usuarios. Cada nodo de acceso y sus dependientes de retransmisión tendrá un responsable de su operación, que deberá ser un vecino que aloje el nodo en cuestión y que demuestre tener las aptitudes para llevar a cabo la altísima responsabilidad de mantener el nodo funcionando 7x24x365 y libre de problemas, así como de la capacitación de sus usuarios en las mejores practicas del uso de la red. Este programa estará bajo la responsabilidad de la gerencia de operaciones. Los usuarios calificaran a su operador en base a su desempeño y podrán cambiarse sin problemas de operador si este se viera aventajado por otro dentro de su área que ofreciera mejores prestaciones dentro de los parámetros que el mismo sistema de auto evaluación arroje. Estará tutelado por la Vicepresidencia de Investigación y desarrollo, que será ejercida por un miembro de la comunidad de operadores que se postule por esa misma comunidad y sea elegido por la totalidad de la comunidad VENEZUELA WIRELESS
Programa de investigación y desarrollo. Este programa tendrá la responsabilidad de mantener actualizados todos los sistemas necesarios para la operación de la red. Deberá estar integrado por estudiosos de las tecnologías de redes comprometidos a ofrecer la calidad y excelencia de un sistema corporativo de telecomunicaciones, pero con una infraestructura de muy variadas características y prestaciones. Deberá también dar soporte tecnológico al departamento de operaciones y administración. Este programa estará a cargo de la vicepresidencia de Investigación y desarrollo, que será adjudicada por elecciones a cualquier miembro de la comunidad que se postule libremente y gane las elecciones.
Programa de clasificación de contenidos Para la protección del menor. Es necesario que los contenidos que viajen por la red sean clasificados de manera que los mas pequeños no puedan tener acceso a material no apto par su frágil entendimiento, por eso la VENEZUELA WIRELESS prestará un valor agregado de clasificación de contenidos donde serán los mismos usuarios los que Irán dejando sus opiniones de las paginas no clasificadas que ingresen a la red por su solicitud y tengan o no una clasificación previa por la comunidad, de donde el usuario obtendrá bonificación por el servicio de clasificación hecho y la comunidad se beneficiará por haber disminuido el riesgo de una exposición no deseada de algún miembro a contenidos para el cual no estaba apto. Este programa estará a cargo de la vicepresidencia de veracidad y Etica del contenido, quien además deberá promover la búsqueda y producción de contenidos de alto valor de conocimiento e información a los fines de la comunidad, para lo cual la elección deberá hacerse de un profesional de la comunicación social de reputada ética profesional e irreprochable proceder.
Programa de Administración y asesoría legal. Este programa será la semilla de las áreas de administración y consultaría jurídica de la red. Deberá gerenciar los flujos de los recursos de la red dentro de los parámetros operacionales de la organización y las leyes, reportando a las diversas vicepresidencias todos los aspectos relacionados con su ejecución del plan y las metas y mantener la cohesión del patrimonio de la red comunitaria así como promover su expansión.
Programa de mejoramiento continuo. Este será un sistema de revisión continúo de todo el sistema VENEZUELA WIRELESS, que luego del Acto constitutivo debidamente protocolizado ira registrando los cambios y adaptaciones propias del cambiante y competitivo entorno tecnológico.

Por qué la sociedad civil debería cabildear y proteger nuestro derecho de usar internet:

El internet se ha convertido en un "espacio público" de vital importancia para el desarrollo de la sociedad civil y nuestras redes. Nos presenta oportunidades para el diálogo, el debate, la participación y la acción que otros espacios no nos ofrecen. Nosotros (las organizaciones de la sociedad civil) necesitamos defender y promover al internet como un medio de comunicación global accesible y seguro para la sociedad civil.
El internet se está convirtiendo muy rápidamente en el medio de expresión más importante de la nueva era. Nosotros debemos ser parte del proceso que gobierna la forma en la que la información es diseminada en el futuro - para estimular el libre flujo de la comunicación entre todas las naciones y personas!
Contrariamente a la creencia popular, el internet no es "libre y abierto" naturalmente. Fue deliberadamente creado de esas manera por técnicos que estimulaban y valoraban la colaboración, el compartir y la franqueza. Ahora que gobiernos y negocios se muestran cada vez más y más interesados en "controlar" el internet, necesitamos defender al internet como un espacio accesible y seguro para la justicia social, la protesta pública y la promoción del desarrollo. Respecto a las preguntas que dejaron en el Aire, no veo nada mal, de ninguna manera, que la red se desarrolle como sea por que en mi opinion, mientras mas rapido suceda sera mejor, mientras mas oferentes haya y mas usuarios aprendan a usar las redes, mas comenzaran a conocer de como liberarse de todos lo yugos que mantienen a la poblacion presa de modelos de explotacion recesivos y limitantes (no me refiero al de explotacion comercial de las telecomunicaciones en particular sino sino al de dominacion de los medios masivos, sobre todo en epocas de guerra mediatica).
Por eso veo claro que los paises mas avanzados las municipalidades reconozcan esta realidad y procedan por encima de los intereses de las operadoras en pos de un modelo de nueva era. Que los municipios se ahorren millones de Bolivares en telecomunicaciones como parte de los efectos directos de una sustitucion de un gasto por una inversion es algo que deberia traducir mayor bien estar para los habitantes inmediato (ademas de acceso a menor costo), y eso ciertamente se traduciran en votos, pero si es asi bienvenidos sean. En los Request for Proposal que muchas ciudades alrededor de globo estan lanzando en este momento para planificar la mejor manera de ejecutar este compromiso ineludible se cuentan soluciones, mixtas, algunas totalmente gratuitas y otras patrocinadas de distintas maneras. De todas encuentro las mas sustentables aquellas que ponen en primer lugar el interes publico de una manera realista y sustentable economicamente.
No quiero desmeritar el impresindible conocimiento y experiencia de los actores tradicionales u operadoras, sin las que nada de esto existiria, por eso es necesario integrar ambos intereses para una transcision feliz, supongo. Eso es lo que ocurrira, a mi manera de ver aquellos actores que hoy juegan pocisiones en los grandes vortices de la RED, dandole forma a estos paradigas, puede que no esten manana si llegan a perder de vista que en esta nueva era de las telecomunicaciones inalambricas, el usuario tiene el control, en verdad de la RED.

Ideales

"Cuando exista, nuestra constitución sera la mas actual de todas las constituciones, un fractal de ideas con una ruta trazada hasta su última consecuencia histórica, la liberación del hombre de sus dogmas por la llegada de la armonía al universo interior de su existencia, presente y futura."

Digo cuando exista es por que no falta mucho, ya cada vez es mas evidente que la gran red esta generando grandes cambios sociales, y que este ideario fractal sea una realidad despues del caos constructor de la red, depende sólo de la racionalidad, y ella es abundante ... en este oceano.

Muestra de esa racionalidad, es para mi un honor incluir el manifiesto wireless como fórmula generatríz de este fractal ideario.

En otras palabras, me siento felíz de haberles encontrado, gentes con tan maravillosas ideas y retos que inspiran confianza en el futuro de la humanidad!!

¨3. LA IDENTIDAD Y LA CONCIENCIA TERRENAL
La unión planetaria es la exigencia racional mínima de un mundo limitado e interdependiente. Tal unión necesita de una conciencia y de un sentido de pertenencia mutuo que nos ligue a nuestra Tierra considerada como primera y última Patria.
Si la noción de patria comprende una idea común, una relación de afiliación afectiva a una substancia tanto maternal como paternal (inclusive en el término femenino-masculino de patria), en fin, una comunidad de destino, entonces se puede avanzar en la noción Tierra-Patria.
Como se ha indicado en el capítulo III, todos tenemos una identidad genética, cerebral, afectiva común a través de nuestras diversidades individuales, culturales y sociales. Somos producto del desarrollo de la vida donde la Tierra ha sido matricial y putativa. Finalmente, todos los humanos, desde el siglo XX, viven los mismos problemas fundamentales de vida y muerte y están unidos en la misma comunidad de destino planetaria.
Por esto, es necesario aprender a «estar- ahí» en el Planeta. Aprender a estar-ahí quiere decir : aprender a vivir, a compartir, a comunicarse, a comulgar; es aquello que sólo aprendemos en y por las culturas singulares. Nos hace falta ahora aprender a ser, vivir, compartir, comulgar también como humanos del Planeta Tierra. No solamente ser de una cultura sino también ser habitantes de la Tierra. Debemos dedicarnos no sólo a dominar sino a acondicionar, mejorar, comprender. Debemos inscribir en nosotros:
La conciencia antropológica que reconoce nuestra unidad en nuestra diversidad.
La conciencia ecológica, es decir la conciencia de habitar con todos los seres mortales una misma esfera viviente (biósfera); reconocer nuestro lazo consustancial con la biósfera nos conduce a abandonar el sueño prometeico del dominio del universo para alimentar la aspiración a la convivencia sobre la Tierra.
La conciencia cívica terrenal, es decir de la responsabilidad y de la solidaridad para los hijos de la Tierra.
La conciencia espiritual de la humana condición que viene del ejercicio complejo del pensamiento y que nos permite a la vez criticarnos mutuamente, auto-criticarnos y comprendernos entre sí. ¨

Los 7 Saberes de la educación del Futuro

Para el marco referencial Teórico, que será nuestra la brújula para navegar en el mar de la información que es Internet, googleando encontre finalmente a Edgard Morín, un librepensador que realmente se ha deslastrado de ataduras ideológicas y tabúes y se le conoce como el precursor del conocimiento complejo, que enciera una visión holística, transdisiplinaria de la realidad, y produjo este escrito de profunda reflexión acerca de la educación, titulado "Los 7 saberes para la educación del futuro" y que luego de mucho investigar reconozco como de Altísima Factura Intelectual y Filosófica, muy apta para la función náutica que necesitamos, pero que para que nos sirva bien, hemos debatir aqui su aplicabilidad en las selección de las informaciones de la red.

¨El conocimiento es navegar en un océano de incertidumbres a través de archipiélagos de certezas¨ Cap. 5 de los 7 saberes

Edgar Morín, como filósofo e intelectual, fué invitado por la Unesco a delinear el tema de la educación, que sirviera como material para el debates que ese organismo internacional viene promoviendo en relación a la educacion para el futuro.

A continuación cito extractos de las apreciaciones que el Sr. Federico Mayor como Director General de la unesco ofreciera al respecto:

Gracias a la colaboración del Sr. Victor Rivero, un papá de los de la comunidad del colegio de nuestras Hijas, nos llegó este material en inglés que viene a encajar perfectamente dentro de los objetivos, dentro del marco técnico de referencia para el movimiento wireless para redes comunitarias.

El mismo ha sido escrito para su divulgación y reproducción en el sitio: http://WNDW.net/. bajo los términos de licencia Creative Commons Attribution-Sharealike 2.5 license, que es tan ámplia que nos permite reflejarlos aquí siempre y cuando mencionemos este aspecto y a sus autores.

Lamentablemente el texto en Inglés será limitante para alguno de nuestros lectores, mas sin embargo esperamos que pronto alguien nos colabore con una edición en castellano.

Al respecto Juantomás García del movimiento Fon escribio el 26/1/2006:

"Con poco más de 250 páginas y un estilo muy didáctico desvela todo lo que uno tiene que saber sobre redes wireless. He leido algunos capítulos completos y os puedo asegurar que después de leer otros textos en libros e internet solo ahora lo he entendido.

Esto no significa que los gurus de wireless dejen de serlo para los que lean este libro, pero a partir de su lectura se acabó no entender de que estaban hablando incluso los más osados podremos dar nuestra opinión pero mejor documentados.". Comentario al que yo me apego enteramente.

No me queda mas que recomendarles esta lectura para que nivelemos nuestros conocimientos técnicos en la materia, para que comencemos a construir juntos estas redes.

Bienvenidos!!! Exposición de motivos

Hola a todos los entusiastas de la revolucion wireless!!

Mi interés en desarrollar redes wireless se debe principalmente a la visión de un mundo mas justo para todos, en todos los sentidos, ademas de mi inocultable interes por la tecnología. En un segundo plano dejo el interes crematístico, basicamente para fines de sostenibilidad unicamente.

Considero que la Internet vino para liberar al hombre de muchos lastres que lo atan a un pasado tan infame, que ni las mas bellas obras de la humanidad podrán jamás justificar el que tardáramos tantos siglos sin recuperar la sensatez.

Siento que pudieramos estar a punto de recuperarla haciendo buen un uso de las tecnologías y del conocimiento acumulado en la RED, por lo que al caso, aqui propongo a la Blogosfera el movimiento Venezuela Wireless para reforzar los verdaderos valores de la sociedades humanas, desarrollar redes libres y comunitarias por donde fluira el conocimiento que habra de liberarnos, que hará surgir la conciencia social de los hombres, para enfrentar los dogmas ideológicos que lo retienen aun hoy, junto a las experiencias de la guerra y la miseria y lejos de la sensatez que tanto dice tener.

Estas son meras palabras de intención que vengo reforzando con mi diario padecer junto a la idea libertadora ya expuesta, y que como hito marcan el inicio de este Blog para la discusion del tema de las redes wireless.

He creado el sitio VenezuelaWireless.net donde tambien publicaremos los conocimientos de este Blog.
